US-backed Palestinian committee shares mission statement on Gaza governance

What it calls a “mission statement” (also known as a “mission statement) outlining the main objectives and priorities of the Palestinian committee tasked with overseeing the future administration of Gaza in accordance with a US-backed ceasefire plan has been made public.

Ali Shaath, the general commissioner of the National Committee for Gaza Management (NGAC), stated that the technocratic body would work to restore core services and foster a “rooted in peace” society.

Our goal is to rebuild the Gaza Strip, not just in terms of infrastructure but also in spirit, according to Shaath in a statement from the Board of Peace, which is led by [US] President Donald J. Trump, and supported by the High Representative for Gaza.

In accordance with UN Security Council Resolution 2803, the NGAC was established as part of Trump’s 20-point peace plan for Gaza. The White House has stated that it will be concerned with “laying the groundwork for long-term, self-sustaining governance” while overseeing the day-to-day reconstruction and stabilization of the enclave.

In accordance with Trump’s plan, a “board of peace” would be in charge of Gaza’s reconstruction, and a “Gaza executive board” would be in charge.

The NGAC must overcome numerous obstacles. After more than two years of Israel’s genocidal war, Gaza has been physically destroyed, and Palestinians have a lot of reservations about how much autonomy the body will have.

The lack of Palestinians on the board of peace and the Gaza executive board has only recently raised these concerns.

Former deputy minister of the Palestinian Authority (PA) said the organization would concentrate on restoring basic services that have been destroyed throughout the conflict and establishing security control over the Strip, which is still under direct Israeli control.

“We are committed to establishing security, restoring the essential services that make up human dignity, such as electricity, water, healthcare, and education,” he said, as well as foster a world that is rooted in peace, democracy, and justice.

The NCAG will create a productive economy that can replace unemployment with opportunity for everyone by operating with the highest standards of integrity and transparency.

Israel has continued to impose severe restrictions on the entry of aid into Gaza, which UN agencies and humanitarian organizations have said are required in response to an existing ceasefire between Israel and the Palestinian-armed group Hamas.

Since October 7, 2023, there have also been 71, 548 Palestinian deaths caused by Israeli airstrikes in Gaza.

Phase two of the ceasefire agreement included the creation of the board of peace, but Trump’s invitation to foreign leaders suggested the US president might use it as a model for eroding conventional international forums like the UN. However, letters from Trump have suggested this.

Israel announced in the middle of December that it was outlawing more than three dozen international aid organizations in Gaza.

Some Palestinians also worry that the NGAC’s technocratic approach will put a stop to Israel’s decades-long occupation of Palestinian territory and favor a focus on economic growth and potential for foreign investment.
