The Cost of Control

We examine President Bukele’s gang crackdown’s dark side with a rare access to El Salvador’s most secure prisons.

El Salvador’s president, Nayib Bukele, used the state of emergency to end the violent gangs that had terrorized the country for decades. Many of the alleged gang members are housed in CECOT, a massive, purpose-built high-security prison, where they have been detained and rounded up.

Now that the streets are safe, what cost? Government forces are accused of holding innocent people hostage without trial or even charge, and in some cases, using violence and torture.
