Giovanna Hoffmann’s arrival from RB Leipzig has caused negotiations to stall.
A move to the Women’s Super League is now thought to be unlikely because the clubs have been unable to reach a fee agreement for the 26-year-old.
Hoffmann’s contract at Leipzig has one more year left.
The deadline for United to sign players is 23:00 BST on September 4, the day before the new WSL season officially begins.
Hoffmann started in her country’s quarter-final defeat to France and semi-final defeat to Spain at Euro 2025 with a performance in each of her country’s five matches.
She made her German debut on a global level last year, and she has now scored three goals.
Fridolina Rolfo and Julia Zigiotti Olme, both left-back for United, who finished third in the WSL last season.
