SSANIP Rejects Reviewed Schemes Of Service For Polytechnics

At a stakeholders’ meeting held in Abuja on Monday, January 19, 2026, the Senior Staff Association of Nigeria Polytechnics (SSANIP) rejected the Schemes of Service for Nigerian Polytechnics (SSANIP).

SSANIP expressed disapproval of the reviewed schemes in a minority report sent to the Honourable Minister of Education and signed by Comrade Philip Adebanjo Ogunsipe, its national president, citing the disparate practices they had introduced.

The Association argued that the programs caused significant disparities between teaching and non-teaching staff at entry-level positions of employment.

Further, the letter further stated that the schemes would prevent staff with first degrees from moving to CONTEDISS 15 (equivalent to GL 17), preventing staff from non-teaching staff career advancement.

Despite their relevance, Ogunsipe pointed out that at the meeting, documentary evidence, such as records from the National Salaries, Income and Wages Commission that established the CONTEDISS 15 salary structure, and other comparable documents from the Federation’s Head of Service, were disregarded.

The Chairman of the Committee of Heads of Polytechnics and Colleges of Technology of Nigeria (COHEADS), who suggested that some non-teaching staff members could not be on the same grades at retirement, Ogunsipe described it as demeaning, elitist, discriminatory, and contrary to public service rules, made the National President regret.

Given the persistent bias and disregard for existing public service laws, the Association hereby votes to reject the ability of the NBTE to provide fair, balanced, and acceptable Schemes of Service for Polytechnics in Nigeria, according to Ogunsipe.

In the interests of equity, industrial harmony, and strict adhesion to established standards of public service, the Association urged the Honourable Minister of Education to examine the protest letter with complete objectivity.

Ogunsipe criticized the Minister as a dishonest public servant, expressing his confidence in the Minister’s leadership. The Association argued that Polytechnics won’t be denied the equality enjoyed by universities and colleges of education by taking into account SSANIP’s position on this issue.
