Is Israel using starvation as a weapon of war?

The Gaza Strip’s government refuses to provide food, medicine, and fuel.
Israel again halted Gaza’s access to desperately needed food, medicine, and fuel on Sunday.
The government of Prime Minister Benjamin Netanyahu has made it clear that this is a step in the direction of a new ceasefire agreement that is opposed to the two parties’ previous agreement, which was not accepted.
The global response has largely been muted despite Israel’s ostensible attempt to use starvation as leverage.
The US and Europe do not appear to be willing to impose the terms of the original agreement on Israel despite the condemnation of the blockade by Arab nations.
Can Israel therefore be held accountable? If so, how?
