Following the £62.5 million signing of forward Antoine Semenyo this month, the 22-year-old has fallen into the pecking order under Pep Guardiola.
The Cottagers have not yet made a formal offer, despite reports that say talks have already taken place between the two clubs.
Bobb has played for City 15 times this season without scoring, which is an interest from Bundesliga side Borussia Dortmund.
When asked about Bobb’s injury, Guardiola responded, “He says he is not fit, so he is not fit.” City take on Bodo/Glimt on Tuesday in the Champions League group stage.
Semenyo’s signing places pressure on Brazilian Savinho’s right wing, which could mean Bobb could leave this month on loan or permanent.
Under Marco Silva, Fulham have lost just one of their past seven games, placing them 11th in the table and making it to the FA Cup fourth round.
In addition to playing for Norway six times this year, Bobb and fellow countryman Sander Berge would team up at Craven Cottage to support their bid for the World Cup this summer.
