Joey Veerman, a midfielder for PSV Eindhoven, received two offers from Brentford.
The Dutch club informed Veerman that Veerman is not for sale in response to Brentford’s second offer, which is thought to be valued at around £25 million.
The Bees are now weighing whether to offer a new deal for the 26-year-old, who has 16 caps for the Netherlands.
Before the transfer deadline on Monday, Brentford are still trying to strengthen their squad, but they are having trouble locating their top targets.
Borussia Dortmund forward Max Beier’s £45 million bid was also rejected by the west London club.
Whether Yoane Wissa joins Newcastle could depend on whether Brentford can strengthen in attacking areas.
Wissa has indicated to the club that he wants to relocate to St. James’ Park this summer.
