Borno State Governor, Babagana Zulum, has signed into law the 2025 appropriation bill of N615, 857, 950 billion passed by the State House of Assembly with an increase of N31.1 billion.
The governor had presented to the State Assembly on December 9th, 2024, a budget totaling N584.76 billion that contained the phrase “Budget of Recovery and Continuity” and was intended to further the state’s progress in development.
Initially, the Governor on the 9th December 2024 presented to the State Assembly a budget of N584.76 billion tagged ‘ Budget of Recovery and Continuity’, aimed at consolidating the state’s developmental strides.
The Borno State Assembly, Rt. 1 presented the updated appropriation bill. On Monday, Hon Abdulkarim Lawan addressed the governor in the Government House’s council chambers in Maiduguri.

Zulum instructed heads of Ministries, Departments, and members of the state executive council to strictly follow the appropriation bill’s terms when presenting their memos for approval, along with Principal Officers of the House and all Executive Members.
The governor also praised the Borno State House of Assembly and its leadership for passing the budget on time.
We must applaud the House of Assembly’s leadership, as well as the House’s maturity under the direction of our honorable Speaker, Rt. Hon. Abdulkarim Lawan.
Without the full support and cooperation the government received from the legislature, all the developmental advancements would not have been possible.
“This year is very important for me, because, I want to complete all the promises I made during 2023 electioneering campaigns”. Zulum said.
Earlier, the speaker of Borno State House of Assembly, Rt. Hon. Lawan praised the governor for the high-quality projects he had to carry out throughout the state over the past six years.
The speaker made note of the importance of some of the areas of critical importance to people’s lives when the appropriation bill was being reviewed upward.
Meanwhile, governor Zulum also charmed the first Executive Council Meeting, where he commended the Deputy Governor, Umar Kadafur, Secretary to the State Government, Dr Bukar Tijjani, heads of MDAs and the media for display of professionalism supporting the present administration in uplifting the standard of living of Borno people.
