Can the US and Russia resolve the Ukraine war without Ukraine?

As the US warms up to Russia and US-European relations change, experts debate Ukraine’s future.
In February, US-Europe relations were flipped by US President Donald Trump’s administration. Officials from Europe were berated for their anti-democratic behavior and told that ending the conflict in Ukraine was not necessary.
Meanwhile, US and Russian officials started meetings to end that war.
Anatol Lieven, director of the Eurasia Program at the Quincy Institute, argues that European fears of Russian expansion are greatly exaggerated.
