Russia using drones to hunt Ukrainian civilians: HRW

Human Rights Watch (HRW) claims that Russian forces have been using drones to attack and hunt civilians in Ukraine.

In a report released on Tuesday, HRW claimed that in its more than three-year conflict with Ukraine, the Russian military has repeatedly used unmanned drones to attack civilian targets. According to the NGO, dozens of civilians have been killed and hundreds have been hurt as a result of a war-related lapse.

The rights organization claims that Russia “deliberately or recklessly” hunted civilians and civilian objects, particularly in the southern city of Kherson, using “commercially available quadcopter drones” made domestically and in China, in response to video from Russian drones, witnesses, and survivors.

Russian drone operators can track their targets with high-definition video feeds, which leaves little doubt that their goal is to kill, maim, and terrorize civilians, according to Belkis Wille, a HRW director on arms and conflict.

They “exemplify why the international community needs to support all means of accountability for Ukrainian victims of Russian war crimes and crimes against humanity.”

The findings support claims made by Kherson residents and government officials earlier this year that Russian drone operators were conducting “human safaris” as part of their training.

HRW sifted through 83 videos posted on Russian military-affiliated Telegram channels, as well as visual materials provided by witnesses and researchers, and interviewed 36 survivors and witnesses who have witnessed attacks.

Between June and December 2024, Russian forces recorded at least 45 “deliberate drone attacks” on people and civilian property, including healthcare facilities.

Around the same time, Kherson’s authorities reported 500 civilian injuries and at least 30 fatalities as drone attacks.

According to a UN Human Rights Monitoring Mission report from January 2025, drone attacks in Kherson caused 70% of civilian casualties.

The attacks are intended to “instill terror in the civilian population of Kherson, part of a widespread attack against that population,” according to the report.

NDDC To Begin Local Postgraduate Scholarship Scheme For Niger Delta Youths

The Niger Delta Development Commission (NDDC) is set to launch a local postgraduate scholarship program for young people in the Niger Delta to help them with their studies, according to Samuel Ogbuku, the NDDC’s managing director.

Ogbuku, who was observing the oral interview process for applicants for the Port Harcourt 2025 NDDC Foreign Postgraduate Scholarship program, claimed that 600 students will be admitted to the program each year.

He claimed that the commission’s decision to launch the local postgraduate scholarship was a result of its success in the field of foreign postgraduate scholarships.

The NDDC scholarship program, which first launched in 2010, aims to develop top-level professionals with the necessary skills to compete in the oil and gas industry and other sectors.

The scholarship program includes management sciences, including law and architecture, environmental science, environmental science, environmental science, and engineering.

The NDDC Managing Director mentioned the success of the foreign postgraduate scholarship program, saying that “we actually had multiple distinctions last year, this year too, from the report we are having, and we will also have multiple distinctions from our scholars in various UK and American universities,” and that we are encouraged to continue doing so.

Players from England who participate in the potential new breakaway league for rugby union run the risk of losing out.

A revolutionary franchise league that aims to attract the game’s biggest stars is in development.

R360, or R360, is expected to launch in the following year, with sponsors from all other sports reported to be interested in participating.

The new league will not clash with international rugby, according to organizers, who also claim players will be able to play for their nations in international competitions like the Six Nations.

However, any Premiership player who leaves to compete in R360 runs the risk of stifling their international career.

There is no intention to change the terms of the PGP’s eight-year deal, which was announced in September 2024 to much fanfare, according to sources who spoke to the BBC. One leading administrator claimed that there is “zero chance” R360 will launch or attract the players needed.

However, plans for the rebel league are developing in an effort to alter the world order of rugby union.

R360 intends to hold events in two blocks, April through June, and August through September, with overlap for both the southern hemisphere Rugby Championship and the women’s Six Nations, which would not conflict with the men’s Six Nations or the women’s Six Nations.

Mike Tindall, a former Bath captain and rugby director, and Stuart Hooper, a former World Cup winner, lead R360.

In the prospectus, Tindall claims that R360 is being introduced as a response to a “club game” that “failed to capture the same level of interest and investment as international rugby.”

The international game is putting pressure on clubs all over the world, Tindall continued.
