NDDC Proposes ₦1.75trn 2025 Budget

The Senate is currently preparing to conduct a physical examination of the projects the Niger Delta Development Commission (NDDC) completed between 2021 and 2024. The upper chamber also plans to begin a budget of 1.75 trillion for the 2025 fiscal year.

The Senate Committee on NDDC received the proposal, which revealed the organization’s intention to conduct a thorough inspection tour to assess ongoing and completed projects in the Niger Delta region.

Samuel Ogbuku, the commission’s Managing Director and Chief Executive Officer, explained that the proposed budget for 2025 represents a 9% reduction from the $1. 9 billion that was authorized and proposed for the 2024 fiscal year.

According to the proposed 2025 budget breakdown, 776.5 billion is anticipated as a contribution from the Federal Government, 752.8 billion from oil companies, 109.4 billion as revenue from 2024, 53.67 billion from recoveries from Federal Government agencies, and 8.35 billion as internal revenue.

Ogbuku stated that 1.631 trillion of the $1.75 trillion planned expenditures for 2025 are designated for project execution in the Niger Delta region, 22.3 billion for internal project execution, 47.56 billion for personnel costs, and 49.93 billion for overhead expenses.

The NDDC boss informed the committee led by Senator Asuquo Ekpenyong that as of October 31, 2025, the commission had received actual revenue of $1.985 trillion, exceeding the target of $1.911 trillion. He attributed a large portion of the increase in revenue to the 2024 budget’s extension.

The committee held a closed-door meeting with commission leaders and the NDDC management following the presentation of the budget.

Senator Asuquo Ekpenyong, the chairman of the Senate Committee on NDDC, stated after the session that the committee would conduct a thorough inspection of all ongoing and finished NDDC projects across the nine Niger Delta states in 2026.

He made the point that during the closed-door meeting, projects were subject to critical reviews, and he emphasized the need for further verification through physical inspections. He claims that the commission carried out a number of projects during the upcoming fiscal year and expects to improve its results in the coming year.

In honor of former committee chairman Senator Peter Nwaoboshi, who passed away two weeks ago, the committee observed a minute of silence in honor of him.
