Prof. Is-haq Oloyede, the Registrar of the Joint Admissions and Matriculation Board (JAMB), claims that if the National Universities Commission (NUC) is left to manage the budgets of tertiary institutions in addition to its role as the body that approves courses in schools, the autonomy of public universities can be better realized.
Oloyede, who is also a former Vice Chancellor of the University of Ilorin, was a guest on the Sunday edition of Inside Sources with Laolu Akande, a socio-political programme aired on Channels Television.
The government should permit experts to manage these tertiary institutions, according to the JAMB Registrar, because university education is so delicate.
He criticised the situation whereby every public university now approaches the National Assembly to defend its budget and seek whatever funding they can get based on their connections and level of influence.
He said, “We can still re-engineer the situation to have the things we need. We need to look at the funding mechanism. The National Universities Commission (NUC), for example, should be left alone to run the universities. hold the oversight of university management to the National Universities Commission.
I presided over the Committee of Vice Chancellors, and I was a part of the National Universities Commission’s reorganization and modernization. When the NUC was in charge, things were done well. I firmly believe that allowing the NUC to coordinate the situation will improve the degree of autonomy we are discussing for our universities.
“Now, every university goes to the National Assembly for their budget, for their defence and the more you can pull the weight, the more will determine.
He claimed that the Universities Annual Review System, which evaluated the number of candidates universities had across disciplines and used that data to determine the budget for the upcoming year, was in place when the NUC managed the university budget.
“Either way, whether you know someone or not, does not enter.” The NUC will decide the student parameter number and more. He added that the National Union will speak up for the Ministry of Education and the National Assembly.
Oloyede claimed that while the NUC was in charge, funding for capital development had been high before, but now it has decreased due to the lack of support staff at universities.
He thought about how funding would be allocated to public universities based on the number of students admitted.
